With such low loads, a normal shared hosting plan will suffice. Can be as low as S$5.00 per month. Domain registration is about S$20.00 a year.
So one year's costs is about S$140.00.

To migrate the domain to another server is not a problem, as long as you can get hold of either the control panel login (looks like a cPanel setup to me) or the phpmyadmin access URL and password, so that a database dump can be done.

Then, just need to arrange with the domain owner to release the domain to a new owner if he's agreeable.

If aaronx88 can be contacted one way or another, it would make things a lot easier.

Not sure what seems to be the problem with the config, but it appears to be a DNS resolution problem.
If you're using Windows, open the following file in Notepad: C:\Windows\system32\drivers\etc\hosts and add a new line

67.213.221.52 [TAB] chikopek.com http://www.chikopek.com

then save and close.
You should be able to access the site easily then.
